Spanking banned in Boston?

Appears that there could be legislation that bans spanking in Massachusetts. What's interesting is that this has already been ruled upon by the state's highest court ruled in 1999 that parents could spank their children, so long as it doesn't cause serious bodily harm. It will be interesting to see if this passes and if so, how they are going to try to enforce this.
