Hugs and kisses at U.N.?

At first I thought it had to be a joke, Ambassadors from the United States and Libya exchanged hugs and kisses at the U.N. Security Council. Where you might think this means things are better between the two nations? Nope, just tradition:

Washington's Afghan-born envoy said his Libyan colleague had just returned from a long absence and his son had gotten married. Khalilzad said it was a tradition to congratulate the groom's father and ask him if his pockets are empty.
